Prismatic Evolutions Eevee promo pop report: the fee moved, not the card

In March 2025 PSA would grade this Eevee for $16.99. Today the cheapest tier that will take it costs $79.99, and the card in between has barely moved: a raw copy cleared a $14.78 median across sixty eBay sales in the four months to September 8, 2026. The Prismatic Evolutions Eevee promo pop report is the record of what happened while the fee did all the moving, 31,114 Gem Mint 10s out of 82,937 submissions at the September 7, 2026 pull, a 37.5 percent gem rate.

Two thirds of this Eevee pop report is not a 10

42,840 copies sit in a PSA 9 holder, which is 51.65 percent of everything ever submitted. Another 7,758 came back an 8. Only 1,212 of the 82,937 fall outside the top three grades altogether, so almost nothing arrives at PSA damaged.

The size of that census is the odd part. Six English cards in this dataset have been graded more often than Eevee SVP 173. Four of them are Charizards, one is the felt hat Pikachu, and one is Ancient Mew. Seventh place goes to a common Eevee that nobody paid for.

It is not close inside its own set either. Every English Prismatic Evolutions row put together comes to 555,682 grades, and this one card holds 14.93 percent of them. The Umbreon ex Special Illustration Rare the whole set was chased for stands at 21,606, so the freebie has been mailed in nearly four times as often as the card people opened the boxes to find.

Nobody bought this card, they bought the box

Pokemon.com's product page for the Scarlet and Violet Prismatic Evolutions Elite Trainer Box, launched January 17, 2025, lists nine booster packs and one full art foil promo card featuring Eevee. One promo per box. No pack odds, no chase, no way to miss it.

So every buyer who wanted the packs got this card too, in whatever condition the factory sent it, at a marginal cost of nothing. That is the supply engine underneath a census this size on a fifteen dollar card, and it is why the submission decision here was never really about the card. It was about the fee.

In March 2025 the fee was $16.99

PSA's own service page, captured on March 20, 2025, listed a Trading Card Game Bulk tier at $16.99 per card for Collectors Club members, twenty card minimum, forty five business days. Value Bulk sat at $19.99 and Value at $24.99 on the same page.

Run that spring's numbers. Raw copies traded at $14.42 and a PSA 10 at $116.68, so card plus fee came to $31.41 and a ten netted about $99 after eBay took its cut. Breakeven landed at a 14.5 percent gem rate. This card gems 37.5 percent. Submitting was not a gamble in 2025, it was arithmetic, and the queue filled accordingly.

Then the tier ladder came apart. By May 3, 2026 the Trading Card Game Bulk line was gone from PSA's page, Value Bulk had risen to $24.99 at ninety five business days and Value to $32.99. On June 2, 2026 PSA paused Value Bulk, Value, Value Plus and Value Max outright, citing a backlog it described as rapidly approaching ten million cards. Regular service, at $79.99, became the floor.

Nothing about the Eevee changed across those fifteen months. The fee that reaches it went up 4.7 times.

The same box held a second Eevee

There is a control for all of this, and it came out of the same cardboard. Pokemon.com's page for the Pokemon Center version of the box lists eleven booster packs, one full art foil promo card featuring Eevee with a Pokemon Center logo, and one full art foil promo card featuring Eevee. Both cards. Every stamped copy in existence travelled beside a plain one.

The stamped card carries the same number, stands at 18,020 grades and a 25.74 percent gem rate, and trades at $88.66 raw against $750.00 for a PSA 10 on the sold tape of September 9, 2026. Put the same $79.99 against those figures and it returns roughly 30 percent weighted across its own census. The plain one loses about 40 percent, on the same day, at the same counter. The market submitted the losing one 4.6 times more often.

One thing not to conclude from that pair is that the Pokemon Center printing grades worse as a rule. Thirteen Scarlet and Violet promos exist in both box versions, and the standard gems better in nine, the Pokemon Center version in four, with Surging Sparks Magneton swinging twenty three points the other way. Whatever separates these two Eevees does not show up across the shelf.

Makura Tami put it on a cushion

The credit line reads Illus. Makura Tami. Eevee is asleep on its back on a round green cushion, paws in the air, a Pikachu plush toppled beside it and a Polaroid of itself pinned on the wall above. The illustration runs to all four edges with no border to interrupt it.

That borderless layout is worth understanding before you pay anything. On a card with a printed frame you can hold it up and read the cut off the front. Here there is nothing to read, so the centering that decides your grade is on the back where you are not looking. Turn one over and measure the yellow band top against bottom first.

The breakeven moved, the card did not

Thirty PSA 10 sales fit between August 15 and September 6, 2026, at a $130.00 median. Thirty PSA 9 sales took nineteen days at $29.99, and sixty raw sales cleared $14.78. There is no liquidity problem on this card. There is a spread problem.

Selling a slab costs something near 15 percent once eBay and postage are done, so a ten nets about $110.50 against $94.77 of card plus fee, and a nine nets about $25.49. Weight all four outcomes by the lifetime census and a submission returns about $56 against that $94.77, a 40 percent loss. Even a Gem Mint 10 handed to you with certainty clears $15.73 for seventy to eighty business days in the queue.

Breakeven now sits at an 81.5 percent gem rate. It was 14.5 percent in March 2025, on a card whose odds never budged.

The odds have softened a little on top of that. GemRate's thirty day gem rate here reads 18 percent at the September 7, 2026 pull across the 1,248 grades PSA returned in that window, half the lifetime figure. Read it as a season rather than a verdict, since thirty six of the thirty eight English cards past 40,000 grades are running under their lifetime rate at this pull. At an 81.5 percent door the gap between 37 percent and 18 percent decides nothing anyway.

The price series agrees from the other end. The PSA 10 peaked at $197.50 in February 2025, in the weeks when the fee was still $16.99, and sits 35 percent below that now. Over the twelve months to September 2026 the ten is down 25.2 percent while the raw card is down 1.5 percent and the PSA 9 is up 14.2 percent. The graded end fell toward the ungraded end.

Sell it raw, or leave it in the binder

If a copy came out of your Elite Trainer Box, sell it or keep it, but do not mail it. Raw copies move several times a day around fifteen dollars, which is most of what a PSA 9 returns after fees, and the 9 is the outcome to expect.

Wanting the slab is fine. Buy the finished one instead: a PSA 10 changes hands most days near $130 and arrives this week rather than next spring. Population is the wrong number to shop on either way, which is the point our guide to what a census can and cannot tell you keeps coming back to.
